On October 25, the Yorba Linda Planning Commission convened at City Hall Council Chambers to review revisions to the 2021-2029 Housing Element proposed by the Housing Policy Resident Working Group.
After analyzing the proposed revisions and hearing public comment, the Commission supported the Working Group’s draft revisions to the 2021-2029 Housing Element and advised that the Working Group provide any additional input based on public feedback prior to City Council’s review and submission to the California Department of Housing and Community Development (HCD).
The Commission’s decision follows extensive input from residents and from the Housing Policy Resident Working Group, which met six times from mid-May to late June 2023 to discuss housing and land-use policies. The Working Group’s findings, encapsulated in a comprehensive report, were presented to the City Council on July 18, 2023. Subsequently, community workshops were held in September and October, allowing further public input opportunities. After hundreds of city residents were engaged in both in-person and virtual events, the Planning Commission took into account the residents’ feedback for the Housing Element’s update.
The City Council is anticipated to review the revised Housing Element by December 2023. This Council Meeting will offer another opportunity for residents to provide feedback before the draft is submitted to the California Department of Housing and Community Development (HCD) for review. After HCD completes its review, the City will take this effort through the required public hearing process to formally adopt the Housing Element and its accompanying General Plan Amendments and Zoning Code Amendments.
The City underscores its commitment to a resident-centered process, retaining local control, and ensuring a balanced and inclusive housing plan that protects Yorba Linda’s distinct character and living standards.
